The Tennessee Impact Fees & Development Tax Resource Center was created out of a genuine need — one that Dominic Zabriskie encountered repeatedly while developing residential and mixed-use projects across Tennessee. Impact fees, adequate facilities taxes, school surcharges, and privilege taxes vary dramatically from one jurisdiction to the next, and the information required to accurately forecast them is rarely consolidated in one place.
This resource exists to change that. Our goal is to increase transparency and efficiency for municipalities, developers, and builders alike — creating a common foundation of clear, accessible information that benefits every party in the development process. By consolidating this information in one place, we save builders and developers hours of research when budgeting for their next project — and reduce the burden on municipal staff who would otherwise field dozens of calls and emails about which fees and costs apply.
Dominic founded Andreas Ventures in 2018 in Franklin, Tennessee, following two decades of real estate investment, development, and construction experience. That work spans more than $2 billion across 5,000+ residential units and 2 million square feet of office, retail, and mixed-use projects — along with entitlements for an additional 3 million square feet of master-planned development.
That depth of hands-on experience is what informs every page of this resource. The fee summaries, jurisdiction profiles, and development context you'll find here aren't assembled from secondary research alone — they reflect the kind of practical knowledge that comes from having actually navigated these processes across dozens of Tennessee municipalities.
